United Nations Secretary-General Antonio Guterres has urged for “greater consensus” on Security Council reforms. While addressing a meeting of the Council on multilateralism and reforming global governance, he said that the Council should be enlarged and made more representative of today’s geopolitical realities. The Secretary-General said that the Council must reflect today’s world, not that of 80 years ago.

The reform process known as the Inter-governmental Negotiations has failed to make any progress in 16 years because a group of countries known as Uniting for Consensus has blocked even the adoption of text that could be the basis for negotiations. China supports limited reforms, backing Africa’s demand for permanent seats but opposing India and Japan’s inclusion.
