Lok Sabha Speaker Om Birla said the Winter Session of Parliament, to be held from December 1 to 19, will focus on meaningful and orderly discussions on legislative business, government policies, and public issues.
Addressing media persons after the inaugural programme of the 22nd Commonwealth Parliamentary Association Conference at Kohima this afternoon, Mr Birla underscored the importance of maintaining discipline and decorum in Parliament.
He described the parliament as the temple of democracy where dialogue and constructive debate should reflect citizens’ aspirations and contribute to national development.
Referring to the 130th Constitutional Amendment Bill, the Speaker informed that a Joint Parliamentary Committee (JPC) has been constituted and is holding deliberations on the matter. He urged all political parties to participate actively in the committee’s discussions.
On strengthening democratic institutions, Mr Birla emphasised the need for closer coordination between Parliament and State Legislatures to enhance governance and transparency.
He also highlighted the adoption of digital and paperless systems, noting that most State Assemblies have already transitioned to digital functioning to make proceedings more accessible to the public.
Reiterating that India’s democracy is a living democracy, the Speaker said continuous innovation, capacity building of legislators, and open dialogue are key to making governance more accountable to the people.
Referring to the ongoing 22nd Annual Conference of the CPA, Mr Birla said the forum brings together legislators and representatives from member states to exchange knowledge, share best practices, and explore technological innovations in legislative functioning.
He expressed confidence that such interactions would strengthen democratic institutions, enhance legislative performance, and promote greater cooperation among states.
