Minister of State for Personnel, Public Grievances and Pensions Dr Jitendra Singh has dedicated the year 2025 to governance reforms aimed at improving the ease of living for citizens and fostering a work-friendly environment for government employees.
Addressing a year-ender press conference in New Delhi today, the Minister highlighted key initiatives and achievements of the various departments of the Ministry, noting that recent initiatives were guided by the principle of minimum government, maximum governance. Dr Singh emphasised that the focus remains on simplifying procedures, reducing pendency, and leveraging technology to make government more responsive and citizen-centric.
Highlighting pensioner welfare initiatives, Dr Singh said the Digital Life Certificate Campaign 4.0, conducted in November 2025, was the largest ever, generating 1.68 crore digital life certificates (DLCs). He said that over 1.01 crore DLCs were submitted using face authentication technology.
Speaking on grievance redressal reforms, Dr Jitendra Singh said, the Centralised Public Grievance Redress and Monitoring System continued to serve as a key platform for citizen engagement. During 2025, more than 20 lakh public grievances were disposed of, with an average resolution time of 15 days in Central Ministries and Departments.
On the occasion, Secretary of the Department of Personnel and Training Rachna Shah informed that three National Rozgar Melas were organised in 2025, during which nearly one-and-a-half lakh appointment letters were issued by various ministries and departments.
Talking about UPSC’s PRATIBHA Setu initiative, she informed that profiles of more than 13 thousand non-recommended candidates were made available to 283 organizations and offers were issued to 471 candidates.
